This looks like another earthstar, geastrum triplex (collared earthstar - gekraagde aardster), also not uncommon in dune areas. I don't know about the attraction of flies but it is indeed the case for a number of mushrooms.

The fly is intriguing. My guess is the flies are attracted by the
fungus to distribute spores. No idea, I have to do some googling.
