A few posts from PentaxForums might help:
"it is the shooting mode; set to AV , choose the aperture and
correspondingly the shutter should be adjusted.just tested it and it works"
"Go to Rec mode menu (camera icon) page 4, choose E-Dial Programming,
choose M mode (on page 2), set Green Button function to Tv Shift. As an
undocumented side effect of this setting bracketing in M mode changes
only shutter speed. See pages 22 and 78 of the manual."
This is for the K3II, but it wouldn't surprise me if the K3III works the
same way.
For sure you should be able to force auto bracketing into shutter speed
adjustment by putting the camera in AV mode.

I was trying a quick side by side test of my lenses (I'll post the geso
presently) and had a weird problem with the K-3 III. I was bracketing in
manual exposure mode, and it insisted on bracketing aperture rather than
shutter speed. I wasn't able to find the setting to change that. I even tried
doing a text search in the user manual.
Does anyone have a clue how to set it for bracketing shutter speed?
