another Vivitar 283 question

Isn't it a bit dangerous to use a flash off-camera when holding it in your
hand? Isn't it dangerous to touch this tiny little metal thingy on the
bottom of the flash?
I'm completely new to flash photography, so please forgive me if it's a daft
question :)
