I see, but won't that force the namserver to the localhost?  How will
the recursor know where to forward requests not resolved by the cache?

If you are running Ubuntu's dhcp3-client package, you can put something
like this in your /etc/dhcp3/dhclient.conf:

supersede domain-name-servers 127.0.0.1;

dhclient.conf should also contain other useful examples.
