The DNS standard does not allow a CNAME with the same label as any other
resource record; and at the top level of a domain you have NS and SOA
records, so you can't put it there.
The ALIAS <https://doc.powerdns.com/authoritative/guides/alias.html>
functionality is designed for this use case.
