As far as I understand, it was not disabled intentionally. Users can add it to their PHP perspective in Window | Customize perspective...

I seem to remember reading that it only worked in the Java EE perspective, but someone just showed me that you can select it as available by customizing the PHP perspective and then it seems to work without issue.
