I added the Composer feature to the SimRel build.
I also prepared Gerrit patches for the EPP package for Neon [1] and
Oxygen [2].

Yesterday I promoted the latest master as PDT 4.2 RC1 and contributed
it to the Neon.2 RC1 SimRel build.
With PDT 4.2 we have a new feature - org.eclipse.php.composer. Do we
target it for Neon.2?
I haven't included it in Neon.2 RC1, but we can do it for RC2, if we
want.
