I don't buy this chain of unlikely events, but it sounds like perhaps
you've seen it in action.  It depends on what constitutes "most" and
"a few".  A ratio of experienced to inexperienced of perhaps 1:3 or
1:4 isn't unreasonable, and given meeting attendance trends it's also
not improbable.
