Epson flat-bed scanners have enough resolution for film scanning, but
they are not cheap, especially after you add the film adapter.
As far as Linux support, the best software you can get is Vuescan
(it's not open source but it supports more scanners and more features
than Sane).  You can see the list of supported models at
