My rails-fu is not strong enough to hazard any more of a guess than "difference in versions of rails", and it is hard to diagnose without shell access to the live-copy (to determine rails version, etc.).
Ben got me shell access. It appears that the live checkout's ./vendor/rails was having some issues with locks (and hence, wasn't being updated). I moved it aside, did an svn-up, restarted lighttpd, and all seems well now.
