When implementing I wanted it to be a free text field. ;-)
Asking for specific user names might be a bit annoying: A user might not
know the user names of the guys who commented on the mailing list, so
we'd need some lookup/auto complete as in the bugs assign field. If we
have that users who don't follow the process can quite easily pick valid
user names, too.
With a free text field however the requesting user can add some extra
qualification ("that guy reviewed it, that one suggested i submit a
request" etc.) as he thinks is appropriate which might help lateron
while going through.
And well, we don't have thaaaat many wrong requests, I simply hope this
helps reducing the number of lost valid requests, though.
A thing I was thinking about though, was asking for a reference for the
discussion on news.php.net ... but it can be quite annoying to find
things there...
