You could be interested on this one http://windows.php.net/downloads/pecl/snaps/uprofiler/0.9.2/ which is a fork of the xhprof.
I think the only way to improve the situation with non PECL extensions is to release them on PECL. That means probably creating a bug ticket to maintainers would be sensible.
