Here, the Protel file was set for 2.4 digits. Probably Protel reads the Format
Specifier and adapts to what that tells it about the coordinate format.

And, this is the way Protel writes the apertures in RS-274X format.
That's a rectangular pad, known by aperture number D10, and 16 x 50 mil.
If you want to keep the file RS-274X, you may have to reformat the
aperture definition to match the way Protel expects it.
