Every board house I have talked to about it does not used the drill diagram. However, it is sometimes a convenient place to collect notes and requirements pertaining to the drilling operations. I still include it but just for completeness, which is easy to do if it is already setup in your template files.

PS: In a few cases it can be used in incoming inspection to check hole diameters. This is rarely done, except on some critical military or space boards.
