I was referring to the QFP44 PCB footprint in the default PCB library supplied with Protel98. If you measure the primitives using hot keys "RM" (Report Measure), you will see that the supplied footprint is nearly a perfect fit for your device - all I would do to improve it for hand assembly would be to modify the silkscreen outline and increase the pad width a couple of mils. To edit the existing QFP PCB footprint using the library editor takes less than 5 minutes.

Using the library editor from the datasheet to build a new PCB footprint takes about 10 minutes. You really should give it a try - depending on others to do the work for you will almost certainly lead to disaster. If you learn to do it yourself, you can take into account the soldering method you will be using, the alignment tolerances of any placement equipment, the board real estate available, etc.

Also, I have found quite a few .lib files that match
the QFP44 criteria but all of them differ in some way
or the other. That is why I am specifically looking
for  a 44pin TQFP package for PIC18f452.
