They are old Cadstar pcb files.  Cadstar had a free utility to translate the
.cdo binary into the .cdi ascii file called upload.  There is a free utility
to translate .cdi files directly into protel .pcb.  I'm stuck for time but
both are available on the protel-users yahoo group. You'll need to register
first.  I used them a few years back, worked pretty well.
