Yes, reserve mechanical layer 4 for all slots & cuts, using a simple trace & it's diameter for the slot size. Put the description in the fab docs that you are using mechanical layer 4 as a slot description layer. This way, you can create footprints with slots on mech layer 4 & it's easy to add a clearance rule for the layer.
