In Schematic, you use "Move/Drag" to move a part, and drag the connected tracks.
In PCB, one of the Options or Preferences forms has a selector for move/drag
choices - but there is an interaction between that and rotation, as dragging
tracks while rotating the component would make a Heluva Mess.
