We occasionally export to Corel Draw and back to check artwork / PCB files. 

Import the PDF into Corel Draw, export as DXF, import into Protel...

Works quite nicely. 

Get a graphic design house to convert to DXF for you if you don't have the
software... (Like us! :)

IME, an ugly task. There are PDF to DXF converters, and DXFs can be
tweaked to Gerberhood, but I've never liked the results. I'm sure that
those here who actually do layout day-in, day-out have a better handle,
but I can at least say that it's been done.

PDF to DXF can be accomplished using (if nothing better) a GNU proggie
called GSView. Look for DXF2PDF on google. Not sure where the constiuent
programs are located anymore...
