It's not necessary, but if you don't use one, you are setting yourself up
for mistakes and possible ridicule. Using a netlist will guide you when
routing and allow you to check your work against a schematic.

I would highly recommend using a netlist.

Project->Protel. Is it necessary for the following PCB design?
