You can't import the "holes" into the PCB editor in any way that will help
you with the thru-hole pads. What you are trying to do is called reverse
engineering. CAM tools, such as CAMTASTIC, CAM350, and GERBTOOL, have
reverse engineering capability that will make connecting pads by comparing
the thru-holes with the pads on various layers.
If you are going to do everything in Protel 99SE PCB Editor, you will have
to build the thru-hole pads by hand using global editing. You would have
to read the hole sizes from the drill table, and use global editiing to
make single layer pads into multilayer pads with the appropriate hole size.

Dear all,
I am using Protel 99SE SP6. My question is regarding import of drill
information into PCB. I can import gerber files into protel by using
File --> Import and the whole group of gerbe files such as top, bottom,
solder mask etc. get imported well . But the pads appear without holes.
So, is there a method by which drill information from the drill file
(.TXT) can be imported into the PCB ?
Thanks in advance.
