I believe that the service packs only affect the program, not the component or footprint lbraries.

If you don't like Protel's supplied footprints, you are free to edit them, or to make your own - but you should probably copy any libraries you want to modify to a new name, and do your changes on the copy - that way, any future library upgrades you get won't over-write your changes.

If you do much work with Protel you _will_ (unless you are very lucky) have to make some of your own schematic components and pcb footprints, so you may as well learn to use the library editors now.
