Protel 99Se came with a free copy of an older version of CAMTASTIC full feature Gerber editor. It was on a separate disc, not the installation disk for 99SE. You had to have a registered version of Protel99SE installed to license it. If you've lost your copy, you could contact your Altium sales office, and see if they can dig up an old copy for you.

There are a bunch of free Gerber viewers available on the Internet. Penatlogix Viewmate is a good one, and you can download a copy from: http://www.pentalogix.com/Products/ViewMate/register.cfm

Do a Google search, and you should be able to find others such as Graphicode GC-Prevue, Downstream CAMvu, etc.
