Actually, it's easier than that. 

In your Protel root (mine is "c:\Program Files\Design Explorer 99SE"), go to
the "System\Templates" directory and there will be a "Default.tdb".

Right click, "Open With..." Protel and you will notice that is a normal DDB
- in fact it is the database template that is loaded when you start a new
design.

Create a new PCB in that and modify it to suit your needs and save it. Next
time you start a new database, it will load that one.

        The simplest way I know of in P99SE is to save default files that
you always load initially to start a new project, then rename and save under
the new project's name. Maybe there is an easier way but I have just always
used default files to start a project or sometimes I load a previous project
and similarly run from there.

I'm using Protel 99SE and would like to make my 'new' pcb's, schematics,
with permenant default settings.

My 'old eyes' (and possibly the brain !) cannot seem to find them.

Ie on a PCB I would like my grid to be always 100mil, Track to be 28mil,
etc.
