There may be no direct way. Whether or not there is an indirect way 
would depend on what information is in the Specctra file(s) and 
whether or not that information can be extracted and massaged into 
Protel-readable format. It might be possible. If the file format is 
proprietary and encoded, might not, except perhaps through some other 
CAD system as an intermediary.

One of the methods for generic CAD translation is through 
pick-and-place files and Gerber. Basically, once one has footprints 
defined for components, a pick-and-place file can be used to 
autoplace in Protel. And routes can be imported through Gerber. Is it 
worth the effort? Depends....
