Not necessarily. It was assumed that these Mech Layer copper tracks were part of a footprint, which included copper layer keepouts. The keepouts would generate DRC errors if there were copper there that could be shorted by the added copper from the Mech layers. There are lots of ways to do it. A good way will automatically maintain itself, with any error creating a DRC message. I mentioned the Mech Layer/Photoplot Merge solution because it is a general method that sometimes is easier.
