You can't do it as you are trying to unfortunately. The price we have paid 
for better version control integration is loss of the DDB.  As part of that 
there is a strict one PCB per PrjPCB (PCB Project).

You can use the workspace feature, to load up multiple projects at once - 
you just can't have the multi-level layered approach that P99SE allowed 
where multiple PCB projects could reside in single DDB.

More discussion on this can be found on the Altium forums where some of the 
limitations, and reasons for the change, have been discussed by users and 
the developers.
