Besides what Ian has suggested, one simpler (in my mind) alternative is
to use the footprint instead of a Pad Class for that clearance rule. Since your
fiducial will have a unique name and you would want the same polygon spacing on
all fiducials.
Another refinement to consider, make your polygon clearance around the
fiducial just slightly wider than the soldermask clearance around the fiducial,
that way you are not exposing bare copper if the soldermask opening is not
perfectly aligned during fabrication.

I have been trying to create fiducials on my design (both local and
global)
I have been creating them by creating a pad, on the top layer:
diameter = 1mm
hole size = 0mil
solder mask expansion = .5mm
paste mask expeansion = -1mm
This creates a nice fiducial, but the polygon ground plane get too
close to it (using the default cleance rules). If I use the keepout
layer, I can route on any of the layers.
Any suggestions would be appreciated.
