The cheapest rework I have done it to press aluminum foil around a QFP.
 Take an exacto knife and cut the foil  around the perimeter of the QFP
exposing the pins of the component to be removed.   Preferred in order, 
MASTER Heat Gun, Wagner Paint remover ( heat Gun)  ,  Wet the pins with
solder paste from a hand paste dispenser, costs under $20.00.    Heat
the QFP , until the solder flows, lift the component with tweezers, 
clean off  the pins with wick.   Reverse this process to attach the
part.  I have used this technique for about 20 years ever since another
technician showed me how to remove large connectors from VME boards.  I
do not recommend it for high volume rework. but it works in  pinch and
is safer than applying a soldering iron.
