*If* you (also) have a copy of Protel 98 (or a copy of the *original* version
of Protel 99), *and* *if* you can save a copy of your Protel 99 SE PCB file as
a Protel 98 file, then you might be able to use Protel 98 (or Protel 99) to
create an HPGL file from the PCB file concerned. (With the release of Protel 99
SE, it was no longer possible to create "plot files" or "plotouts" from PCB
files, or at least not unless you can acquire a copy of an printer driver for
an appropriate type of printer, as Steve suggested).
Another possibility could be to do a search for some type of utility which can
create an HPGL file from some other type of file, such as from a DXF, Gerber,
postscript or Acrobat file (for instance). (Printer drivers are available for
creating postscript files, and there are also various freeware utilities
available which can similarly "print" into Acrobat files.)
