OK, I see the problem.
When I go to
Project | Classes | Design Channel Classes,
I see that the "channel" class only includes "Left".
I choose "Right", hit the ">" button,
close the dialog box,
and now the "Copy Room Format" works fine.

I don't know how that "channel class" got messed up.
