Peirce's 19th Century Ideas Challenge 21st Century Technology*. At first glance, it appears to be an expansion of her 1997 book chapter <http://conceptualgraphs.org/revelator/web/papers/keelermargins1997.pdf> with Christian Kloesel, "Communication, Semiotic Continuity, and the Margins of the Peircean Text," which is linked from the Harvard Library site <https://library.harvard.edu/collections/charles-s-peirce-papers> for the Charles S. Peirce Papers. Do you have a different link for the Logic Notebook manuscript?
