Breaking moorings high on the list of STS incidents
(June 15 2012)

Analysis of the increasing amount of data contained in the OnlineSTS.net OSIS
database, which assesses ship-to-ship transfer (STS) operations, shows that the
majority of the incidents reported are associated with breaking mooring lines.

Second in the list of incidents are vessel collisions, all of which took place
while undergoing an STS operation at anchor, according to the database.

Participating third party vessels are assessed with respect to manoeuvring,
mooring lines condition, mooring gear, crew performance and engine performance.

An interesting fact emerging is that about 5% of third party participating
vessels have received a negative assessment with respect to crew performance.
This is directly associated with experience coupled with crew training for such
operations, the company said.

Although tanker STS operations form part of a vessel's normal operational
routine, crew training received the worst assessment among the other categories.

However, it would be interesting to investigate the crew performance in normal
day-to-day ship operations and compare the findings, the company said.

As the database expands with more participants sharing information, problems
such as these can be highlighted, the company said.
