Actually I had a devil of a time trying to figure out how to pitch my spiel: take the low but thrilling road of populist fulminating (it's a bailout of the fat cats!), or allow some subtlety into the picture (without it, Mexico couldn't pay for more than a month's worth of imports). I'm still not sure. Perhaps I tended a bit too much toward the high road, but hey, I had to remember the audience.
