I don't think that those who use an appeal to small business are really appealing to small business itself, but the failing segments of small business and the frustrated lower classes who aspire to be part of the small business sector. Even so, B. does not seem to be able to appeal to more than 30% of the minority of the Repubs. who vote in primaries.
