But unfortuanately, in NYC, minimum wage for workfare workers _is_ far less than minimum. The average participant receives about $137 per month in cash, $108 in food stamps, and $215 in rental subsidies paid directly to the landlord. The city claims to create a workweek long enough so that the workers receive minumum wage, but they include all the benefits in calculating that wage.
