Are you saying the world market dominates Cuba the way it does,
say, Mexico or s. Korea? What about the state monopoly on foreign
trade?

Profit is the bottom line? The Cubans are doing more and more
sharp cost accounting (every economist should favour that!) and making
decisions accordingly. But where are the capitalists, and what exactly
would you have liked the government to do differently, given the
circumstances?
