Three-month increases in compensation costs have ranged from 0.6 percent to 1.0 percent for the last 7 years. Wages and salaries increased 0.8 percent during the December 1997-March 1998 period. The increase was 1.1 percent in the September-December 1997 period. Benefit costs increased 0.4 percent in the December 1997-March 1998 period, down from 0.8 percent in the September-December 1997 quarter.... Compensation costs for civilian workers were up 3.3 percent for the year ended March 1998. This compares with increases of 2.9 percent in March 1997 and 2.8 percent in March 1996.... BLS is applauded at a House hearing for improving the existing framework of the consumer price index, but witnesses accuse the bureau of dragging its feet in changing the framework itself. Witnesses, including a former member of the Boskin Commission, a Federal Reserve Board governor, and a General Accounting Office official, tell a House subcommittee that BLS lacks a bold vision for improving the accuracy of the CPI and recommend that an outside review panel or an independent nongovernmental body assess whether the bureau's current CPI initiatives will produce a fundamentally reshaped inflation measure....
