Along the "perception" lines, here in Austin they recently began
serving "suspected gang members" with papers saying (if I remember
right), among other things, they could not wear "gang colors", could
not congregate with each other in public, could not use "gang
signals", wear beepers, etc., lest they be arrested and hauled off
to jail.

I was thinking it'd be cool to get a few buddies from work to dress in
gang regalia, with our multiple beepers and cell-phones hanging
conspicuously, doing the gang signaling thing, and pass each other
packets of sugar as we slyly shook hands.  We could videotape the
whole thing ...
