U.S. companies reported 54,914 job cuts in June, a 99 percent increase from job cuts in May, according to the outplacement firm Challenger, Gray & Christmas. While economists disagree on the short-term impact on growth of U.S. gross domestic product, they concur that in the long term much of the effect will be transient. In other words, some of the cuts to second and third quarter GDP growth caused by the strike will be made up in the fourth quarter of 1998 and the first quarter of 1999. "The rule of thumb is that strikes don't matter [to the general economy]," says Donald Ratajczak, director of the Economic Forecasting Center at the Georgia State University in Atlanta. There have been exceptions, however, Ratajczak said. The steel strike of 1959 probably helped cause a recession, and the GM strike of 1970 "was what tilted the economy into recession," he said.... The Air Force will have 900 new pilots-in-training this year but will lose 1,700 fliers who are tired of frequent and unexpected deployments to places such as the Persian Gulf and Bosnia. Highly trained enlisted specialists also are leaving at higher rates, because of the military's long hours and relatively low pay....
