The SS Budget was merged into the overall Fedeal Budget during the Johnson Administration. Reason: SS Budget was always in surplus but the Fed Budget, becasue of Viet Nam War, was running a big deficit. By merging them Johnsoon and Humphry were able to have their "happy little war" a budget surplus to boot. Frank
