According to Lawrence Mishel, et al., The State of Working America,
1996-97, page 206, 11.7% of the labor force in 1993 earned between the
minimum wage ($4.25) and the 1997 minimum wage ($5.15).  Another 8.5% of
the labor force earned between $5.15 and $6.14.
