The clever Englishman was actually Irish and his name was Jonathan Swift. The modest proposal was that the Irish solve their food and population problem by eating their children. Second, way back when some clever englishman wrote an essay entitled "A modest proposal", which in similar fashion, I'm told, took classicial economics to some (horrifically) logical conculsions.
