Dear colleague,

attached you find a declaration by European economists entitled 

"Full employment and a strong social constitution - Alternatives for a New
Economy in Europe".

This declaration is the result of the discussions which the working group
"European economists for an alternative economic policy in Europe" has had
in their  6th workshop at the end of September/beginning October of this year
in Brussels. It is at the same time the short version of a more
comprehensive text, which we discussed at the same time on

"Alternative Economic Policy Guidelines fur Full Employment and Social
Cohesion in Europe" 

and which is available from 17 November  onwards on the internet under the
following address: www.memo-europe.uni-bremen.de 

We argue there that the current economic recovery remains fragile and
vulnerable while at the same time social inequality in Europe is deepening.
There is no determined macroeconomic policy for full employment, and social
policy contributes, under the attractive slogan of �activating welfare state� in
many cases to the undermining of social cohesion in Europe. We make
proposals for an alternative economic policy aiming at full employment and social
cohesion in Europe, including better preparation for the coming eastern
enlargement. 

The working group plans to publish such alternative economic policy
guidelines regularly every year, as a critical counterpart to the "Broad
Guidelines on Economic Policy" and the "Employment Guidelines" published by the
Commission. 

With this letter we would like to ask you to support the general direction
and main arguments of the declaration by signing the attached form of
support (last page of the declaration).You can of course also declare your
support by  via the reply key. We would also appreciate if you pass the text on to
colleagues who might be interested in it. 

We plan to publish declaration and signatures shortly before the summit of
Nice in several capitals of the EU to give it as much public attention as
possible. In order to be able to assemble and diffuse the signatures we need
them as soon as possible. The deadline is 1st December.

We will inform you about the result of this activity and about our further
work.
