JOB DESCRIPTION Position Title: DEPUTY DIRECTOR AFL-CIO Center for Working Capital Purpose: The AFL-CIO Center for Working Capital a non-profit, 501(c)(3) organization created to assist pension fund trustees in fulfilling their fiduciary duties. It does so by organizing conferences for pension fund trustees, conducting original research into issues of capital stewardship, publishing a newsletter and developing trustee training curriculum. It funds its activities from foundation grants, conference registrations, newsletter subscriptions, memberships and in-kind support. The AFL-CIO Center for Working Capital is governed by a Board of Directors drawn from the pension fund community and includes international representatives from the United Kingdom, South Africa, and Australia. The Deputy Director will work with the Executive Director to plan and manage the Center's research program, to develop avenues to distribute that research, to plan and lead conferences and seminars on pension topics, to design and conduct training sessions for pension fund trustees, to supervise the work of the Center's staff, and to undertake a variety of administrative tasks associated with the Center's operations. The position is full time and based in Washington, D.C. Principal duties and responsibilities: The Deputy Director is a member of the management team of the AFL-CIO Center for Working Capital. The Deputy Director will report to the Executive Director and will be responsible for the operation of the Center in the absence of the Executive Director. The Deputy Director's responsibilities will include: 1. The Deputy Director will design, organize and implement research projects undertaken by the staff of the Center. These projects will cover topics in pension fund administration, investment strategies and vehicles, capital markets, and international issues. The Deputy Director will be able to formulate precise research questions and topics and will be able to outline the work required to complete research projects. He or she will be able to identify and access a wide variety of research sources and contacts. He or she will be able to supervise staff in the collection and analysis of relevant data. He or she will able to write concisely and coherently. He or she will be able to present the results of the research effort in written form accessible to a wide and diverse audience. The Deputy Director will also be able to speak before large audiences to explain the research program, its outcomes and the work of the Center. 2. The Deputy Director will design and supervise research projects commissioned by the Center and undertaken by external parties. The Deputy Director will be able to formulate precise research questions and topics and will be able to outline the work required to complete these research projects. He or she will able to evaluate research proposals and to select appropriate parties to complete the projects. He or she will be able to provide oversight of the work of external parties and to insure that the work delivered is of high quality and on schedule. 3. The Deputy Director will design and organize conferences and seminars by the Center. Working with the Executive Director, Board of Directors and Advisory Committees, he or she will identify conference topics, organize workshops sessions, create interactive presentations and discussion sessions, and plan other events for the Center's audiences. He or she will be able to identify and recruit, instruct and support speakers, discussion leaders, moderators and other participants. The Deputy Director will oversee promotional efforts and publicity for the events of the Center. He or she will be responsible for obtaining feed back from audience members and participants, using the information obtained to improve the Center's programs. 4. The Deputy Director will participate as a member of the editorial team of the Center. The Deputy Director will help identify ideas for newsletter articles and other publications. The Deputy Director will write articles, papers and other work product for publication by the Center. He or she will supervise the work of other Center staff involved in writing and production for the newsletter and other Center publications. 5. The Deputy Director will be responsible for a number of administrative tasks as assigned by the Executive Director, including supervision of support staff, relations with vendors, and preparation of Board papers, reports and updates. He or she will write proposals for support for a variety of fund sources and will be responsible for the follow up work involved in seeking financial support. The Deputy Director will supervise the Center's staff in the absence of the Executive Director. 6. The Deputy Director must be able to travel as required. Scope and nature of supervision: The Deputy Director will be able to work independently, but in close coordination with the Executive Director. The Deputy Director will be expected to demonstrate substantial initiative and will be expected to develop new program and research ideas. He or she must be able to work closely with other organizations and professionals in a wide variety of settings, and he or she must be effective in obtaining the cooperation and participation of outside parties. Educational background: The Deputy Director should have a Master degree or higher in a relevant field, with an MBA or law degree preferred. Candidates must have strong written and presentation skills, as demonstrated by past written work. Candidates will be required to submit a portfolio of papers, articles or other written materials. Candidates are expected to be proficient in common office word processing, spreadsheet, statistical and database applications. Previous work experience: The Deputy Director should have substantial relevant work experience in the fields of pension fund administration, investment management, banking, research or public policy. A minimum of five years of relevant experience is required. Candidates will be expected to demonstrate strong written and communication skills. Candidates should be able to provide evidence of experience in the design and management of research projects. Candidates should be able to provide evidence of experience in speaking before large audiences. Specialized knowledge and training: Candidates are preferred with experience in capital markets, investment management, pension fund administration, academic research or economic consulting. Knowledge of the legal, legislative and regulatory requirements facing pension funds is beneficial but not essential. Candidates with abilities in foreign languages will be given special consideration. Experience working with other research organizations is highly relevant.
