Towards a Balance Sheet

The debate about poverty trends in India in the 1990s can be widened to look
at a broad range of indicators. The data do not really permit resolution of
a key issue, whether poverty decline has slowed or not. Only literacy and
fertility decline have unambiguously accelerated. But the record overall is
one of continuing modest - if uneven - progress.
