Yesterday, KPFA in Berkeley interviewed the head of NOLO Press.
He said that whenever the bill looks like it could pass and be
signed, he thought that Congress put up objections just so they
didn't have to pass the bill that they knew was so bad.  They
like to keep it on the table because they keep getting campaign
donations.  He said that since the bill passes with veto proof
majorities, the defection of three Republicans who balked at the
abortion compromise could not have really threatened passage.
