I think you should distinguish between Foucault and his writings on the one hand, and the reception/interpretation of his writings in various intellectual milieus on the other. I would think Foucault was to the left of Althusser, politically, all along. Blaming post-modernist subjectivism on Foucault is a bit like blaming Stalinism on Marx.
