In Bush's proposed 2005 budget, the 2.3 million members of the armed forces and reserves would get a 3.5 percent raise. But obviously decommissioned veterans aren't much use, they are a cost, they don't generate new income. Underlying this policy is a view of human beings as capital with a scrap-value.
