"Harmony", most likely means "sustainable". That's what it means in the IWW Preamble phrase, "live in harmony with the Earth". It's kind of like your body can't be sustained, if you never get any sleep or a viable envirnonment can't be sustained, if your rulers treat it like it's a used commodity dump or the oceans like a never-ending supply of fish.
